Our clients are International Non-Governmental Organisations which want to influence EU policies and programmes, and obtain support to implement their actions in third countries.
They work in peacebuilding and conflict prevention, humanitarian aid, development, human rights or governance support. They all operate directly or indirectly (through local partnerships) in countries and use their expertise to advocate for change.
After a full institutional participatory audit, we established a simplified EU engagement strategy adapted to Former UNSG Annan’s main legacy organization, and continue to advise and support its current leadership in accessing EU top management both for funding and advocacy purposes. This covers Youth Peace and Security work as well as Governance and Multilateralism.
Since 2021, Leadeur accompanies WJP in the positioning of WJP’s World Justice Index towards the EU both to disseminate its expertise and contribute to the elaboration of relevant EU policies related to the Rule of Law, and the acquisition of adequate funding to develop the Index in various parts of the World. After a first inception strategic phase which was used to test WJP positioning and determine strategic approach, Leadeur has been mandated to accompany the leadership and support the representation in Brussels.
Since 2018, Leadeur represents Fondation Hirondelle in Brussels and assists inside the organisation with all matters related to the EU. Successes include: the organisation of workshops with PSC Ambassadors and COAFR representatives, 10+ EU-funded projects in more than 6 countries, the participation to EU framework contracts (FFPA, ERMES). Leadeur’s cooperation with Fondation Hirondelle dates back from 2015, when Leadeur managed a 4 years partnership between the Lausanne-based organization working on media and conflict, and Interpeace. Using an original collaborative model, Leadeur represented the interests of both organizations and mutualizes resources to support their resource mobilization and expertise positioning.
Since the creation of the Foundation in 2023 – and since the launch of the initiative which led to it in 2019 – Leadeur is assisting P4P in its strategic positioning towards the EU both on country related implementation programmes (Somalia, Philippines, Israel and Palestine), and towards constituencies such as Mediators and Security Actors. Leadeur provides strategic advice to the Executive Director and liaises with EU officials and EUMS Representations (Denmark, Germany, Belgium) to push for collaboration. We support the programme teams in meeting the EU locally, pushing for results in Brussels, designing project proposals or setting high level collaboration with HRVP, EUSRs and EU management.
We assist ISE in its strategic positioning towards the EU on their activities related to Ukraine. After a successful collaboration which led to an open communication channel between ISE and the EU Delegation in Kiev around the Ukraine Facility, we provide hotline strategic support to ISE’s CEO (CEO to CEO) regarding decisions to take either on engagement with the EU or EU Member States.
We completed an in-depth analysis of Anera’s humanitarian and development cooperation work in the EU’s Southern Neighbourhood region and presentation of opportunities for consolidating Anera’s partnership with the EU and its member states. Through a collaborative process with country teams, we developed and are implementing an engagement plan to help Anera increase its visibility and strategic positioning in the EU and advance its programme impacts through greater collaboration with European partners.
We are working to reinforce and advance CIVIC’s strategic positioning in the EU and with member state partners by conducting an in-depth mapping of CIVIC’s activities and European priorities with the aim of developing a sequenced action plan for engagement with the EU (ECHO, INTPA, FPI, NEAR) and select member states to advance programme goals and disseminate policy recommendations on civilian protection at the European and member state level
We help the Canadian award-winning independent think tank working to fulfill the bold commitment to create a world where people and the planet thrive in determining its potential for engagement through an in-depth analysis of EU policies and programmes that are relevant to their priorities. Through a participatory process, Leadeur team is preparing an executive decision-making analysis for IISD’s 2025 EU Strategy.
We assisted in the past
For 12 years, we represented the Geneva-based international peacebuilding organization in Brussels towards the EU institutions, EU Member States and International Organizations on all issues related to Peacebuilding and Conflict prevention. This included contributions on the Triple (humanitarian-development-peace) Nexus. The collaboration included the management of its Belgium based legal entity (Interpeace Europe) which has now the capabilities to run its activities independently. Leadeur assisted Interpeace on highly strategic orientations and capacity building actions in field operations linked to the localization agenda with focus on advocacy for change and engagement with local, regional and international public bodies. Successes include: the use of and reference to Interpeace work in official EU strategies and policies, 20+ MEUR in funding obtained, High level (HRVP) EU participations to strategic projects, design and conduct of High-level international conference (ministerial level) on Sahel, sand strategic engagement seminars for staff in the field.
After a full institutional (participatory) audit, we set up the Swiss-based organization’s (International Humanitarian Law) EU engagement strategy aligned with its newly developed 2020-2023 global strategy and capacities. This includes the creation of a EUMS-based new entity eligible to EU funding (done in partnership with Welcomeurope) and the positioning of the organization’s expertise on Non-States Armed Groups (ANSAs) via a representation mandate. It led to the creation of a Belgium entity and a dedicated GC team totally integrated into the institution’s strategy.
We represented the largest forum of former Heads of States and Government towards the EU both for the acquisition of new resources and for the advocacy on Democracy related issues until the integration of CoM into the European Partnership for Democracy as part of a new business model we created. Successes included: the organisation of High-Level visits and meetings with EU top officials from European Commission President, Relex Commissioner, European Parliament President and Vice Presidents, to EEAS Secretary General and Deputies or DEVCO Director General; obtaining EU-funding for multi-year projects.
The international humanitarian NGO based in Ottawa contacted Leadeur to support its teams in Latin America and Africa in their capacities to strategically engage with the EU both in Brussels and in their field operations with a dual objective to develop relations and ensure understanding of CUSO work, as well as acquire adequate resources to operate.
Following the successful realisation of an institutional audit, which determined the path for Alight to acquire EU funding (institutional changes, governance models, strategic opportunities), Leadeur – in partnership with Paris-based EU Funding consultancy Welcomeurope, accompanied the Polish branch of Alight for its strategic engagement with the EU. This included the designed and conduct of tailor-made training sessions on EU functioning, engagement tactics and engagement plans design with Alight representatives from field offices (El Salvador, Uganda).
Through an interim management contract, Leadeur developed the European Democracy Assistance Platform’s 2012-2015 strategy and led its implementation which included the diversification of its resources and the increase of its partnership base. The contract included the Management of the organisation and the relation with the Board of Directors.
